President

Rich Gulla

Rich is serving his sixth term as President of the SEA. A proud union member since 1999 and an employee of the NH Liquor Commission, Rich oversees the day-to-day operations of the SEA and leads the union’s efforts to engage, support, and recruit members across the state.

A well-recognized face in New Hampshire state politics, he is frequently seen speaking at rallies, attending State House events, and community gatherings, using his platform to advocate passionately for members and representing the voice of the SEA and championing members’ interests. His leadership and dedication make him a trusted advocate and a driving force in strengthening the union’s presence and influence.

Outside of work, Rich enjoys the winter months in New Hampshire, spending time snowmobiling and enjoying moments with his wife.

Executive Assistant to the President

Beth Aborn

Beth has been an integral part of the SEA since 1990. With over 30 years of legal office experience, she has built strong relationships across state agencies and now serves as the primary point of contact for the SEA President. Beth provides guidance and support to members on a wide range of issues, including workers’ compensation, grievances, retirement concerns, and virtually anything related to the SEA.

Associate Counsel

Alex Attilli

Alex Attilli is SEA’s Associate Counsel. She graduated from Hofstra University in 2022 with a Bachelor’s degree in Political Science and went on to earn her law degree from the University of New Hampshire Franklin Pierce School of Law in 2025, where she was recognized as a Daniel Webster Scholar. Alex joined the SEA in January 2025 while completing her final semester of law school as a legal resident and stepped into her role as Associate Counsel in May.

Alex has a strong background in public interest work, having interned at organizations including the New Hampshire Commission for Human Rights, New Hampshire Legal Assistance, and the National Education Association of New Hampshire. Her experience reflects a deep commitment to advocacy, equity, and member rights.

Outside of work, Alex enjoys reading and writing, and she cherishes time with her partner, Matt, and their two cats, Austen and Shelley, named after her favorite authors.

Lobbyist, Special Counsel to the President

Bob Blaisdell

Bob joined the State Employees’ Association in the fall of 2022 after more than two decades as a professional contract lobbyist. During that time, he helped build one of the most influential, successful, and respected lobbying firms in Concord, New Hampshire. Bob’s expertise includes lobbying the legislative, executive, and regulatory branches of government, testifying before committees and subcommittees, drafting legislation and agency rules, conducting issue and legislative research, and managing associations.

Bob’s connection to New Hampshire politics runs deep. Though he began lobbying professionally in 1998, politics has been part of his life since he was born on election day in 1974. His family has been active in New Hampshire politics for more than six decades, including his grandfather, the late Senate President Clesson “Junie” Blaisdell, who served in the NH Senate for 30 years.

Bob holds a BA in Communications from the University of New Hampshire. He lives in Concord with his three children, Emma, James, and Caroline.

Field Representative III

Sean Bolton

Sean has been a dedicated member of the SEA for many years, initially serving in various member roles before joining the full-time staff as a Grievance Representative in 2013. He now serves as a Field Representative III and is a senior member of the SEA’s Organizing Team. In this role, Sean continues to advocate for members, representing them in contractual and administrative disputes while also helping to empower and organize staff to strengthen their union.

Outside of his work with the SEA, Sean is a creative force as a self-published author, with two novels to his name. His love of storytelling began at a very young age, and he continues to write imaginative tales, specializing in paranormal thrillers and psychological satire. He also enjoys spending time with his golden retriever, who often keeps him grounded when his imagination takes flight.

Tina Fillion

Tina has been a valued member of the SEA team since 2017, supporting both management and staff with a wide range of financial responsibilities. Her extensive experience as a business owner has made her resourceful, fiscally responsible, and highly focused on providing excellent customer service.

Recently, Tina and her family relocated to Florida, where she is enjoying the warm weather. Despite the move, she remains just a phone call away for staff or members with any financial questions or needs, offering guidance and support with the same dedication she’s known for throughout her career.

Finance Manager

Jasmine Gosselin

Jasmine comes to the SEA with more than 20 years of experience in accounting and finance, including work in non-profit healthcare, town government, and hospitality. She holds a BS from Southern New Hampshire University, where she discovered her passion for numbers. As the Finance Manager at the SEA, Jasmine is responsible for overseeing all financial management operations, including implementing and evaluating financial management, budgetary, and analysis programs.

In her free time, she enjoys making memories with her family and their rescue pups, whether in the backyard, hiking around New England, or traveling on their next adventure.

Mac Hall

Mac recently graduated from Southern New Hampshire University (SNHU) this past spring with a bachelor’s degree in operations management and has been a friendly face at the SEA front desk since February 2023. He brings six years of experience as an administrative assistant, paired with a genuine enthusiasm for meeting new people and tackling new challenges. Known for his organization and attention to detail, Mac counts Post-it notes among his favorite tools of the trade.

Field Representative II

David Honeman

Dave joined the SEA in 2022 as an Internal Organizer, bringing decades of public service and leadership experience to the role. Before joining the SEA staff, he retired from the New Hampshire Department of Corrections after 21 years of dedicated service. Dave also served eight years in the Marines and six years in the National Guard, demonstrating a lifelong commitment to serving others.

As a member of the SEA, Dave was deeply involved in union leadership, serving as chapter president of 255 for over six years, participating on numerous committees, and holding a seat on the SEA Board of Directors. His experience as both a member and leader gives him a unique perspective in advocating for employees and strengthening workplace representation.

Outside of work, Dave is a devoted husband and father of two, cherishing family time and their annual trips to Disney World. His dedication to family and service shines through in every aspect of his life.

Randy Hunneyman

Randy has been deeply involved with the SEA for over 30 years, first as a dedicated union member and later as a valued staff member. Throughout his career, he has been a tireless advocate for members, working to strengthen relationships between employees and the State government and ensuring that members’ voices are heard and respected.

Randy has been a part of the SEA staff since 2012, bringing experience, wisdom, and a commitment to service to every aspect of his work. Outside the office, he channels his creativity into music, playing drums with several local acts. For Randy, music is not just a hobby—it’s a vital creative outlet that brings balance, joy, and expression to a busy world.

Field Operations Administrator

Justin Jardine

Justin officially joined the SEA in February 2020 as an internal organizer and quickly advanced to Field Operations Manager in 2021, building on a long career in leadership and workforce development. His professional journey is rooted in service and dedication—he served nine years in the Marine Corps before embarking on a 21-year career with the Department of Corrections, where he spent 17 years as a union steward, advocating for his colleagues and strengthening workplace representation.

Justin has been an SEA member since 1997 and has played a pivotal role in shaping the organization’s bargaining efforts. He has participated in five master bargaining teams and contributed his expertise to several key committees, including OSC, CBCA, and the Stewards Committee. His deep knowledge of labor relations, combined with hands-on experience, makes him a trusted leader and advocate for members across the state.

Communications Manager

Christine McManus

Christine McManus brings more than two decades of experience in marketing, communications, media, and public relations to the SEA, joining the organization from a diverse corporate background. Her career has spanned major industries—including media, software, energy, and healthcare —giving her a broad and strategic understanding of how to craft messages that resonate across audiences and platforms.

After earning her BA in Marketing from Rivier University, Christine launched her communications career at WMUR News, where she was hired immediately after college. It was there that she discovered her passion for storytelling, fast-paced media work, and the power of clear, compelling communication. That early newsroom experience shaped the creative, dynamic approach she brings to her work today.

As the Communications Manager for the SEA, Christine oversees the organization’s brand, public presence, media relations, and all internal and external communications. She thrives on developing thoughtful messaging, strengthening member engagement, and ensuring the SEA’s voice is strong, credible, and consistent across every channel.

Outside of work, Christine is an avid travel photographer who has explored more than 25 countries with her husband. While she loves seeing the world, her heart will always belong to the Virgin Islands—a place she returns to whenever she can for inspiration, sunshine, and the perfect photo.

Andrew Moore

Andrew Moore holds a bachelor’s degree in political science with a minor in international relations from Western New England University in Springfield, Massachusetts. His fascination with politics began long before college, but his academic years deepened that passion—especially through his research on the American election system.

Andrew brings a unique blend of experience to his work. He previously served as the membership director for the Libertarian Party of Massachusetts and has contributed extensively to Voting Smarter, first as a lead researcher and now as a podcast host. His insight, curiosity, and commitment to understanding voter behavior and political systems continue to shape his work today.

Outside the political sphere, Andrew keeps himself just as busy. He serves as treasurer for his homeowners’ association, and when he’s not crunching numbers, he’s likely out exploring new places to dance.

Tammy Morales

With over 25 years of professional experience in banking, spanning information analysis, membership, marketing, and IT support, Tammy has seamlessly transitioned into her role as Membership Data Administrator and IT Help Desk Support at the SEA. She holds a master’s degree in business analytics from Southern New Hampshire University and applies her expertise to maintain accurate data and improve organizational processes.

Originally from Manchester, Tammy returned to the area to raise her children with her husband. In her free time, she enjoys hosting family and friends, pursuing creative projects, and planning her next adventure.

Riley Pfeffer

Riley joined the SEA as a Field Representative 1 and has been with the SEA since 2023. Riley comes to us with over ten years of customer service experience. He also worked for six years in healthcare, directly with patients and clinical staff, and has always loved helping the people in his community.

In his free time, Riley loves challenging his mind with Chess, Sudoku puzzles, and Crosswords. He lives in Concord with his new wife, Leslie, and their two cats.

Executive Branch Negotiator

AJ Scalingi

AJ Scalingi is the SEA’s New Executive Branch Negotiator, where he will lead, coordinate, and oversee all collective bargaining efforts across the Executive Branch. In this role, AJ not only steers strategy and supervises negotiations at every level but also sits at the table as the chief negotiator—advocating for fair contracts, strong workplace standards, and the rights of public employees statewide.

A graduate of the University of New Hampshire School of Law, AJ began his career in a high-stakes arena as an NFLPA Certified Agent, negotiating contracts and managing complex agreements on behalf of professional athletes. That experience sharpened his negotiation skills, strategic mindset, and commitment to representing others with determination and integrity.

AJ currently lives in Manchester with his wife and their two daughters. Outside of work, he’s an avid Georgia Bulldogs fan who never misses an opportunity to cheer on his team—Go Dawgs!

Field Representative III

Neil Smith

Neil is a seasoned SEA Field Representative III and experienced Negotiator, bringing nearly two decades of dedicated service to the organization. Before joining SEA, he served ten years in the Army Reserves and went on to retire from a distinguished 17-year career in Law Enforcement with the New Hampshire Department of Corrections. His background in public service, discipline, and leadership informs every aspect of his work today.

In his current role, Neil supports our Healthcare division, County and Municipal bargaining units—negotiating strong contracts, representing employees through challenging situations, and helping local chapters stay organized and effective. His calm presence, deep experience, and commitment to members make him a trusted partner in every room he enters.

Off duty, Neil enjoys the finer things in life. He loves spending time with his family, exploring the world, and traveling to stunning destinations like Italy and Greece. And if he’s not already on an adventure, chances are he’s planning the next one.

Nathaniel St. Laurent

Nate has been a valued member of the SEA team for more than two years, bringing with him over a decade of customer service experience that shows in every interaction. A 2021 graduate of NHTI, he holds an associate degree in business management, which helps inform his thoughtful, organized, and member-focused approach to his work.

Outside the office, Nate’s favorite role is being a dad. He loves spending quality time with his son and making memories together. General Counsel

Gary Snyder

Gary Snyder serves as SEA’s General Counsel, leading and managing the Association’s legal department. In this role, he represents both members and the Association in a wide range of matters, including unfair labor practices, court appeals, arbitration hearings, and grievances. He also provides critical legal guidance to the Association on all issues, ensuring members’ rights are protected and the organization operates with confidence and integrity.

A graduate of the University of New Hampshire School of Law, Gary first joined SEA as a law student intern and returned full-time in 2014, bringing a deep knowledge of labor law and a steadfast commitment to public employees.

A native of Concord, Gary enjoys spending time with his wife and their two dogs. He is an avid traveler, a lover of movies and music, and a devoted Steelers fan—bravely holding his allegiance in the heart of enemy Patriot territory!

Political Director

Cullen Tiernan

Cullen Tiernan brings a diverse background in military service, communications, and political organizing. He served nine years in the Marine Corps as a correspondent, deploying to Iraq and throughout Africa, where he told the stories of service members on the ground and developed a deep commitment to public service.

After completing his military service, Cullen earned his degree in English Literature from the University of Virginia. He then moved to California to join Lockheed Martin’s communications department, where he worked as part of the HR and executive communications teams. While in California, Cullen’s interest in politics grew. He left Lockheed to support Bernie Sanders’ 2016 presidential campaign and ultimately becoming a delegate to the Democratic National Convention in Philadelphia. From there, he became deeply engaged in local civic life—running for Fremont City Council, serving as the Fremont Human Relations Commissioner, and chairing the Veterans Caucus of the California Democratic Party.

Cullen later joined Congresswoman Tulsi Gabbard’s presidential campaign as part of her campaign team, a role that eventually brought him to New Hampshire. His path reflects a dedication to service and community leadership.

Field Representative III

John Thyng

John is an SEA Field Representative III with several years of dedicated service to the organization, bringing both deep experience and a genuine passion for member advocacy. Long before joining the SEA staff, John was an engaged and active member himself. He spent years at the forefront of healthcare reform in New Hampshire, serving as the state director for SEIU’s Americans for Health Care project and the Health Care for America Now coalition. In these roles, he helped mobilize more than 53,000 health care voters to push for passage of the Affordable Care Act—an effort that remains one of the most consequential grassroots movements in modern health policy.

John’s greatest professional passion is empowering workers. He finds purpose in helping members organize their coworkers, strengthen their chapters, and build healthier, more equitable workplaces that support their families and communities.

He lives in Deering with his wife, Maria, and a lively menagerie that includes a dog, a cat, two cows, and flocks of chickens, ducks, and guinea hens—proof that his commitment to nurturing strong communities extends well beyond the workplace.

Karoll Vargas

Originally from the Philippines, Karoll moved to New Hampshire in 2013 in pursuit of new opportunities and the American dream. Since joining the SEA in June 2024, he has quickly distinguished himself through his initiative, strong problem-solving skills, and natural ability to connect with members. He has taken to his role with impressive speed, showing both dedication and a clear aptitude for navigating the challenges our membership faces.

Drawing on his background in corporate management, Karoll brings confidence to every conversation—whether he’s engaging with members, collaborating with colleagues, or working directly with agency representatives. His ability to communicate openly and effectively has made him a valuable resource within the organization.

Outside of work, Karoll enjoys spending relaxing weekends with his wife and their two dogs. He stays active by playing basketball every Sunday with the Filipino community, and he loves unwinding by watching both basketball and football. His blend of warmth, community spirit, and commitment to service shines through in everything he does.
